Promotion of Access to Information Act, 2000 (Act No. 2 of 2000)
1. Introduction
This manual is published in terms of Section 51 of the Promotion of Access to Information Act, 2000 (PAIA) and Section 17 of the Protection of Personal Information Act, 2013 (POPIA). It describes how to request access to records held by MATR Solutions (Pty) Ltd.
PAIA gives effect to the constitutional right of access to information held by private and public bodies. This manual outlines the procedure for making such requests and the categories of records held by MATR Solutions.

6. How to Request Access to Records
To request access to records held by MATR Solutions:
- Complete the prescribed PAIA request form (Form C, available from the Information Regulator)
- Submit the completed form to our Information Officer via email at admin@matrsolutions.co.za
- Pay the prescribed request fee (if applicable)
- We will respond within 30 days of receiving a valid request
The request form must include sufficient detail to identify the records requested, the form of access required, and the requester's contact details.
7. Grounds for Refusal
MATR Solutions may refuse access to records on grounds permitted by PAIA, including but not limited to:
- Protection of the privacy of a third party (Section 63)
- Protection of commercial information of a third party (Section 64)
- Protection of confidential information of a third party (Section 65)
- Protection of trade secrets or financial, commercial, or technical information of MATR Solutions (Section 68)
- Records that are privileged from production in legal proceedings (Section 67)
8. Fees
A request fee and/or access fee may be payable in accordance with the prescribed fees published in the Government Gazette. The Information Officer will notify you of any applicable fees before processing your request.
9. Remedies
If your request for access is refused, you may apply to a court for relief in terms of Section 78 of PAIA, or lodge a complaint with the Information Regulator:
